Brown meat in oil in large heavy skillet or Dutch oven, over low heat (about 20 min)
Add onion, garlic, parsley and celery: saute 5minutes.
Add water or bouillon, lemon and bay leaf
Cover and cook slowly 45 minutes, stirring occasionally
Remove garlic and bay leaf
Add chopped vegetables to meat
Season with salt and pepper
Cover and simmer 30 to 45 minutes or until meat and vegetables are tender.
